Carl was a Partner at Stevens Solicitors, one of the largest Criminal Defence providers in the country, he now retains a consultancy position with the firm. Carl managed a branch office and was the partner in charge of the Prison Law Department.
Carl set up and developed the Prison Law department into one of the biggest in the country. He was also a founder member of the Association of Prison Lawyers.During his tenure with the APL, Carl was the executive committee policy lead on legal aid, working closely with the LSC and thereafter the LAA in developing policy and re-drafting the Criminal Bills Assessment Manual.
Carl has trained both individual firms and more widely through conferences, on the subject of Prison Law with an emphasis on Funding. Carl routinely took enquiries from other firms with funding questions given his work with the LSC/LAA and his ongoing role as an Independent Costs Assessor for the LAA.
