Role and Background
Prior to transferring to the Bar, where he now specialises in International Criminal Law, Extradition, and Public Law. Carl was a Partner at Stevens Solicitors, one of the largest Criminal Defence providers in the country, working for Stevens and therefore within Criminal Defence for 13 years.
As well as managing a branch office, Carl was also the Partner in charge of the Prison Law department, as well as representing clients before the Parole Board, Magistrates, and Crown Courts on a daily basis. Carl set up and developed the Prison Law department into one of the biggest in country.
He was a founder member of the Association of Prison Lawyers, and during that tenure with the APL, Carl was the Executive Committee policy lead on legal aid, working closely with the LSC, and thereafter the LAA, seeking to influence policy.
Carl has trained both individuals and more widely through various conferences, on various issues of funding.
During his consultancy role with DG Legal, Carl is regularly called upon to undertake file assessments prior to Peer Review and Audit, advising supplier firms on best practice, and whether there files are up to standard for the purpose of those assessments, regularly ensuring that firms meet the required standard, or where they have failed previously, they implement systems to ensure that such issues do not resurface.
Carl has also advised a number of firms ‘post’ review, and where appropriate drafted the necessary appeals to the LAA.
Carl is ideally placed to assist firms on issues on and arising out of Peer Review and Audits, and even where such a review hasn’t been scheduled, he can offer a ‘health-check’ insofar as firm procedures and file status is concerned
